I could excuse the poor grammar, the clumsy sentence structure and the tedium of reading a whole book written in the present tense; but I cannot forgive this ...
All through the book we read the killer's thoughts as the victims are stalked. We get invested in trying to guess who the killer is. Near the end we find out in an off-hand, by-the-way, from a brief report on the radio of an arrest, that the killer is a bit player who has been mentioned in barely six lines and who has no motive and no connection with the plot.
This is seriously "throw the book in the rubbish" territory and I won't be reading any more from this author.
